I think Ross was saying that "Cowboy" Bill Watts wanted to call him Buck Johnson.
Sounds like he said "Watts said, I got it!" then JR replied with the line about "Why not just call him Buck 'The Black Man' Johnson" which I think was supposed to be a sarcastic retort to Watts' racist redneck idea of a good name for a black wrestler.

It does come down to money. A smart man doesn't let Black, white, brown, or yellow interfere with his green. Black wrestling is red hot right now, and it's good to see ROH, MLW, Impact, & WWE all have Black champs and main eventers right now.

That's not it..Watts thought that in all sports..black men dominate. Why wasn't that happening in wrestling? That's where the idea for Ron Simmons came from.
