Well, Obama and Biden did have in place federal consent decrees, which were legally binding agreements with police departments found to be violating the civil rights of citizens (such as patterns of excessive force, corruption, discriminatory police practices, etc.) Those departments were to be monitored by the federal govement to ensure reforms take place. If the departments didn't comply, they were sanctioned financially.
Guess who got rid of the consent decrees each time he took office? Trump. There is a reason why during his 1st term at a Trump rally a police officer got on stage and thanked Trump for taking the shackles off of them.
With Trump back in office, if/when civil rights violations cases are filed for police brutality/corruption, we know how the Trump DOJ is going to treat them: immediately go to have them dismissed. Just like when Obama's DOJ initiated a civil rights violation investigation to see if charges would be filed in the Eric Gardner (I can't breathe) case. When Trump got in office, he immediately had his DOJ shut down the investigation and say charges would not be filed against officers in the case.
