You can juxtapose current events with history. It’s hard to do because people tend to draw conclusions that make their analysis prediction. Someone could have written a piece about middle eastern terrorism on September 12, but they have to stop at what has happened and not start talking about what’s going to happen next authoritatively.

Impact definitely, policy change is insignificant without impact (see Brown v Board), and the article...which is using numbers that it admits are unreliable...is focused on actual numbers which is especially insignificant.
