Black neighbourhoods fading away?

So called intergration has caused this and many blacks moving to white neighbourhoods for the "suburban" dream. Why don't a bunch of powerul black people come together and invest and pump money into creating another situation like Tulsa Oklahoma. Where the neighbourhood is filled with black businesses, black banks etc.....I know it's a lot harder due to intergration and where there is success others will flock. The key would be despite others coming in the community is still predominantly run by black people. Lot at what has happened with LA won't be surprised if in ten years something similair happens to Atlanta.
