Katt Williams has been in the news for a few outlandish instances recently, one being a police raid where authorities found the longtime comedian covered from head to toe inchocolate

This is retarded. If they're not pressing charges against one another then wtf?

If a DA wants to pursue charges, whether someone intends on pressing charges or not is no really needed. Its a conviction for their books and press. There are plenty of men in prison for charges that were dropped by a victim but upheld by the State's Attorney. Often domestic cases that women put on a dude, then try to rectify only to have it picked up.
