Pure comedy.
He is an upper midcard and sometimes main event heel...he is supposed to lose 75%+ of his feuds...the reason why it seems so bad is because of overexposure. When was this era where jake roberts won most of his feuds or the twin towers or kane?
You could do this with just about anybody,though.It's just funnier with him because of how dramatic his promos are.
