African culture promotes being industrious regardless of circumstances. I had cousins that got rich on a refugee camp. They just need the permission to have a business that's all. Yes Brazil has issues but their govt regulation on business is probably more lax than North America or Europe. They will make their own jobs there LEGALLY. That's all they want.
