True but its a different sport. They don't have cameras or officials following every player on every level so they let the players police the game. In this instance the cameras were there and a rules official wasn't. It's actually a good rule in most instances since it protects the field.
Example:
Two players are on camera and only one has a rules official with him. Player without an official commits a 2 shot penalty but isnt penalized and wins by one shot. A caller calls in and sheds light on a violation and the right player wins the tournament.
In Tigers case it's crazy though, and kind of hard to defend.
