The federal government can make an official press release of their decision, state their official policy in court, and he just changes it with a tweet the next day.

He could state his own official position, and then change it the next day.

There is no official in Trumpland. It could be the night before the census and he'll be forcing 600,000 USPS workers to add a citizenship question to the bottom of every census form in crayon.
