America is a punishment based society. It doesn't matter if that would solve the problem because people here have a thirst for blood.
It is in the cultural DNA of this country stretching back to the protestant work ethic that equated riches and labor with blessings from God. They told slaves that working themselves to death is the greatest thing they could do to make God happy. At the same time the slave owners felt that God blessed them by allowing them to profit off that slave's labor. The fact that he and thousands of others could get away with it convinced them that God approved of this arrangement.
If you're not producing a profit for anyone, you don't deserve to exist under that kind of frame work. The average conservative--hell posters here who don't consider themselves conservative--dont care and will say it's somehow your fault if you're disabled and can't work 16 hours a day to afford an apartment with 3 roommates. It's woven into the fabric of this country. The idea that "it's your own fault" if you're poor and that you must somehow be a hard working genius if you're a billionaire.
This cultural context primes people to believe propaganda that homeless people are lazy layabouts that don't want to work and it's better that tax money goes into sending them to jails to suffer. And jails aren't about rehabilitation, they're about punishment. People want to know that anyone in a jail is experiencing the closest thing to emotional, spiritual and physical torture next to hell itself. Not everyone in prison is a psychopath. The vast majority are people who were racially profiled, made a stupid decision as a teenager, mentally ill, or couldn't afford a good lawyer or got a terrible public defender who didn't give a shyt.
