What kind of ideas are you looking for? Romantic? Fun? Cheap?
If i was you i wouldn't make a big deal outta valentines day. Dinner, some dikk, and a lil present should suffice. Just another day in the year.
Last year my girls friends planned a couples retreat though. Rented one of those little houses for the weekend and we got faded and played different games. Was actually pretty fun. So if you know some other couples give it a shot.

If not, too many restaurants in DC to recommend. Barracks Row and Connecticut Ave areas are great.
