Use a VPN and change your country to something with a much weaker currency like India or China (use a fake street address) and the price of games is like 1/10th to 1/20th, plus bundles are dirt cheap as well, check out using Paypal so you don't need a local bank either.

No, they won't do anything, plus the games are exactly the same, no separate regional editions or anything, same as the US versions

This isn't new. Steam is known for banning accounts doing just that.

Better off doing the G2A, CD Keys route.

it's against their terms, and they can remove the games, and/or ban your account. not worth it IMO

there's plenty of legit ways to get cheap games on Steam
