@Da King, you aren't paying much attention to world events if you think that the level at which they're bargaining at is anywhere on Putin's top-20 list for "shyt to deal with today" alone. That's why negotiations will remain at the prisoner swap level, not at the actually-affecting-geopolitics level.

In terms of actual geopolitics it's pretty irrelevant. Biden wants Griner back as a political statement. Putin wants Bout back as a political statement. The realm at which negotiations are occurring is completely separate from the realm at which international geopolitics are debated - which is how Trevor Reed just got exchanged for Konstantin Yaroshenko without the war and sanctions situation changing one iota.

So it's definitely a PR move on the US part in a "see we did try" type move to reduce criticism that she's still over there.

Probably partially PR and partially putting pressure on Putin.



Russia seems perfectly fine with both of them sitting in jail.

That seems unlikely considering that Putin has spent 14 years first trying to block Bout's extradition to the USA and then trying to get him back. They've put out his name in prisoner swaps before.

My guess is that Putin is pissed at Biden (understandably considering) and was trying to force him to hang out there to try to punish him politically. Possibly to negotiate for more and possibly just to inflict political damage. The State Department leaking the information is a way to get the ball back in their court - now the pressure is on Putin to respond. Bout almost certainly has allies among oligarchs and government officials who will be upset if Putin isn't doing what he can to get him back, and it may (I'm not sure) be a knock publicly on him too.
