Unbalanced batches is what makes this happen. Since they wont regulate it because it's a drug. Every now and then. Shipments of it are "below standard", intentionally or unknowingly is all I can say. It could be both.

There's no standards so there's minimal accountability. Which is typically just the Citizen who has to pay an Emergency Bill




And by principle. Local Governments try to kill the Citizens before they Cater to them and dont assume by Law that the Citizens in possessions of them. Have them in "good faith"
