It's not that they built IN a crater...they MADE a crater. That landscaping is clearly man made because there's no evidence of rain runoff around the yard there. So instead of building on the same level as the rest of their neighbors...they dug DOWN for aesthetics. In an area that gets regular rain.

As a civil and surveyor I wouldn't have put my stamp on a plan set that approves a drainage system like that. It is south Carolina after all so I doubt the clerk and recorder can read so yea...
