Well, Horizon Forbidden West took place in San Francisco, and Infamous and The Last of Us 2 took place in Seattle so idk…i think they might do it on purpose so they can share assets between studios

The Last of Us 2 used Infamous: Second Son Seattle assets early in development

Also The Division took place in Brooklyn (partly) and Manhattan so maybe they want to avoid that comparison.
