It's a never-ending circle. The don't want to lower taxes because there isn't a large enough tax base, but taxes is what is keeping people out. And nobody on either city is willing to make the first move. The city started cutting services while taxes were already high. City Hall is gonna have to make the first move.
True
The easier way around that is tax breaks for corporations but again that causes big issues

The crazy thing is a majority of people in the city rent so that cuts the tax base even more, since developers get tax breaks

The owners can pass those taxes on to the tenants in the form of rent. Bump the rent up a few dollars... it'll be market rate anyways..
