Buying Used Cars?

I'm moving to Oklahoma City soon and was wondering if smaller towns (5-20k) with new/used car lots offer better deals than major population cities (50k+)?

I think that in the smaller towns you may find better prices than in a larger area. What area are you thinking about buying a car from?
