So what. Police officers are trained or at least they should be to handle people that are obviously not in the right mind. Dude had a rock in his hand? We don't even know. Police are allowed to use force one level above the assailant. If the assailant is unarmed, then they can administer a tazer. If he is armed with a weapon like a knife then they can use a gun.

Stop making excuses for police misconduct. Yes the guy was an idiot but that doesn't change the fact that the police acted out of protocol and should be punished for it.
