pretty sure the japan rail is heavily regulated too.

A.I investments ain't slowing down anytime soon so i wouldn't be surprised if the state gets another budget surplus.
The state will have to slash spending, cut services, layoffs etc no other way around.

Cali was in a boon when the rail was undertaken as well... the issue has been the handling.
