Well, it hasn't exactly been a secret.
California has had a water problem for a long time and they've yet to take it seriously.

If they continue to kick the bucket down the road, eventually they'll come across a serious catastrophe.

They used so much water putting out those fires to keep rich peoples homes from burning down. This would be a bad time for another crisis of that magnitude.

They need to get a pipeline going from the mountains into the city. The mountains have a limitless supply of water.
