California Truck Driver takes English Proficiency Test and fails miserably

Language can be tricky. Some folks can read and understand it but not speak it. Not making excuses for the Asian breh, but it's not as straight forward in my eyes as point at this sign and explain it. Now I will say, it looked like that guy had no clue whatsoever, so I don't know. I'm assuming he was driving from California to some other state and got stopped? I know there are lot of things that vary state to state, but if you are going to have truckers driving across state lines, there should be some sort of federal intervention that mandates the same proficiency test across the board and then whatever individual regulations each state imposes.

Sorry but making excuses for a man who can't speak English maneuvering an 80,000 lb vehicle in heavy traffic is not the hill to die on

Language being tricky is not an excuse. The English language in particular is very difficult compared to other languages. It's quite common to be able to read it and not speak it. Or even be able to speak it but not quite formulate proper syntax. That's why I said if they are going to be moving across the country the Feds need to regulate whatever proficiency is needed so it's the same across the board instead of asking someone questions on the side of the road.
