can anyone help me out with google chrome problem

create a new windows profile install chrome on that profile (in a different default location preferably)

if that works its a windows problem and we know it can be fixed.

Have you tried running chrome with out the extensions?- addons ??

i'll try that

and yeah i did when i was in safe mode i removed them but still nothing

Might not help you but it might be worth the try to get your system back in order. It worked for me to get my Windows Updates to download since they kept on failing.
