No they can't.
If you work with the assumption c00ning is an extreme outlook on life the only way to reform c00ns is if they're hit with disastrous experiences with white people on an institutional level -so much that they can never go back. If it's a small thing with a small party at play, or a set back their minds can twist events for a stress free, desired outlook.
However if they are truly screwed and there are patient black people that can show them the door they might just become reclaimers.

Ir? Oh interracial dating. No. Ok so to clarify bucks and wenches only date out and constantly complain about or disparage other black people as their reason for doing so. Perhaps, although I doubt we'll ever be at a point where 80% of us adopt the view that as a black man or woman you don't have to act a certain way to be considered black. With regard to the guys who would rather really manga, or study excessively or other such things that would be grounds for calling a c00n or in my country a coconut.
But mostly I don't think it would would work because from a certain point of view for the white supremacy machine to continue running there must be c00ns. Their mere existence causes undue strife, conflict and hesitation that can used for parties against the prosperity of blacks.
And naturally black people, without reparations, have the lowest wealth in america, so we are more likely to see a favour or handout from a superior as something that is earned rather than a token payment with insidious consequences.

To answer the question i guess they can be reformed but unless if their young they are not worth the effort to take back into the fold.
