Can car dealerships remove wheel locks?

i took my car in to get the brake pads and rotors changed but they never asked me for my wheel lock key

did i get fuked over?

If you keep it with your spare tire wrench, they probably used that one.
They might have wheel lock keys. There's different brands though. I use Gorilla wheel locks which are different than McGard wheel locks There are four different Gorilla wheel lock key sizes.

The easiest thing to do is to visually look at your rotors. New ones have no rust on the edges or hat area (section that is raised and contains the bolt holes.

only time it's been an issue I can think of is with my BBS's and I've had the key in my car

Happened to my wife in her Nissan. They told her they couldn't rotate the tires because of those locks but she never got them from the dealership.
