Do they ever open the track for regular people to drive their car around it?I would love to take a weekend and go do this.Has anyone ever driven or raced around any legendary tracks?

What are you taking? I've driven at Road Atlanta twice and I will tell you that its not for beginners. At all.
Even though most of the trackdays offer instructors, you might want to take on an easier course first. Of course, you could always take your time and drive slowly but that defeats the whole point.
I'd try to find a trackday at Roebling Road, Barber, or Atlanta Motorsports Park before RA. That's just me though.
