Can Owners Circumvent the Cap through Endorsement Deals?

Are there rules in these sport leagues that would prevent Steve Ballmer from signing Chris Paul to a $100 Mill endorsement deal to pitch Surface Pros or some shyt to save cap space?

Why can't Paul Allen hook Russell Wilson up through endorsements and keep saving that cap space?

I know that it's not legal per se, but could it be prosecuted?
