The bill gave incentives to our black queens

Written strategically so if they kept men out of the home they got a little more assistance from daddy (daddy being the government)

So in lamens, who needs a man in the house when you got the gubment taking care of you

This is all from memory so there is def stuff I am leaving out but these were the big ticket items:

Welfare funding was moved to state control
Instituted a "Welfare to Work" program where you had to work a specific portion of time over a 2 year period or lose benefits
Benefits capped at a 5 year limit but can continue if you have more children during that time
You could be denied benefits if you had a criminal record unless pregnant or in a treatment program
If under 18 you needed to be living at home with parents to receive welfare
I also think if you were a legal immigrant but not yet a US citizen then you were denied welfare benefits

It was basically the prime example of Clinton Triangulation at work since there was a Republican Congress at the time who were pushing for welfare reform at the same time that Clinton was and he co-opted some of the GOP plan in order to push the bill through.

Basically the three strikes law gave increased time for repeat offenders and violent offenders

But what the law was short sighted on was the discrimination and profiling tactics used by the police officers in power. Blacks were affected disproportionately by crack which carried longer heftier sentences than powder cocaine. Combine that with stop and frisk policies and profiling and you could be a black man walking down the street wearing baggy BLUE pants and be subject to a stop and frisk. This led to mass incarceration of black men in the prison systems. White communities however where crack was prevalent weren't as affected by the three strikes law because they weren't profiled as potential users and sellers. They were profiled as good ole boys with problems

Nowhere
this report gives a good overview of the war on crime

NCJRS Abstract - National Criminal Justice Reference Service

y'all gotta start doing the actual work and start carefully reading and examining sources instead of depending on nikkas on websites to give you half-assed summaries of important parts of history

i ain't saying anybody in here is wrong but you not going to get the full breadth of the situation and be able to form your own opinion if you not doing this yourself
