Not really. Salaries had really started growing exponentially at that point and there was no limit on individual salaries meaning you could literally pay a guy that you had Bird rights for anything you wanted. nikkas would be making $50 mil per if they hadn't changed it. Consquently that ended up hurting the home teams more than it helped.
