Almost everything is animated in japan or korea so that's kinda moot.

Nowadays we would call this anime style, but if remember watching old school cartoons like X-MEN TAS, this is actually more the same style.
And no one would consider X-Men TAS an anime

So no, this is not an anime:francis:

It was an American cartoon outsourced to foreign animators so no

I think it comes down to the writers room and the cultures reflected in it

You could say that the OG Teen Titans show was anime influenced, but you wouldn't call it an anime, per se

consider this . Japan and America Both site this as the origin of 4their respective anime off shots.

Lol I see the inspiration, but then again Disney also inspired much of anime, doens't make it an anime.
The term "anime" is getting harder and harder to define as well.

There are those like the great Miyazaki who wouldn't even consider modern anime as the same artform as hie works.
He believes that modern anime is incredibly derivative (which it is) and lacks the outside forms of inspiration that his works had (like real life, Walt Disney, Renaissance art, Old Japanese art, etc)

As an artist myself i always find Miyazaki's takes very interesting. He would probably consider what you posted as more of a true anime than what is created today :lolbron:
