It's called the Universal Championship because the title is supposed to stay light years away from WWE.
WWF B show title can’t even headline a PPV without Draw Lesnar on the card 
Its that simple. Putting the main championship of your flagship show on a guy who shows up once every month or two is dumb as hell
Not surprised when your champion is only on one show a month per average. A company's world champion needs to be ALL OVER your show, EVERY WEEK. And Brock is a private dude, so it's not even like he's out there doing gangs of promo appearances to make up for it.

THAT is what a championship belt should look like. I would have:
Raw: WWF title, Tag title, IC Title, Women's Title
SD: WHC, tag title, US title, Women's title.
The US and IC titles would be defended on TV a lot. The world titles would get defended maybe 5-6 times a year on reg TV, but always at the PPVs.
