Group albums very rarely come out. Dre and Cube didn't work out. Fat Joe said him and Biggie were going to do a project with one another. Suge and Puffy had their own issues completely independent of Pac and Big and never would have greenlit it.
Pac and Big don't seem to have the chemistry to do a full album. Pac was planning on doing one nation and was busy trying to establish his own label. Biggie was working on the commission and wanted to do a triple album and was busy working on starting his own label...or at least beginning to sign people with Puff or under Un.
It's just not a good or plausible idea

The way how shyt went they would have never squashed their beefs, at best they would have stayed away from each other's paths. Secondly, Pac definitely wouldn't do shyt with BIG knowing that his associate Puffy put bounties for Death Row chains, I'm not sure if Pac was aware of the latter however he probably would have found out through the grapevine.
