No. Sampling is one of the main reasons that hip hop reached the level that it did. Totally changed the way we think about music.

sound synthesis & composition are more central to Electro then hip hop. I dont think you can a genre forward without using the established formula... Once you break from that, your artistry is in the public domain. Flying Lotus, Hudson Mohawke etc aren't talked about as hip hop artists

Honestly, since what hip hop was started from, if you don't have beats in your discography that have samples, you're not a hip hop artist.
I don't think chief keef makes hip hop music. i consider him making rap music. i also dont consider him a hip hop star. hes a rapper. not a lyricist, but a rapper making rap music.
we put the terms hand in hand, but honestly you can say the concept of hip hop started with sampling to help a person express themselves with spoken words.

i could be wrong though... but thats what debating is for.
