As someone with a legal cannabis delivery license, those look like vans that carry pounds of weed, legally. By law you need a van that looks like that if you are transporting legal weed. Example if a dispensary in LA wants to buy pounds or big product from the growers/manufacturers etc in the bay area, they are legally supposed to drive to LA in white vans like those.
