It's the city's fault not the home owner 100%. They take care of urban planning. Need to adjust the street layout or buy out the home owner and reclaim that land zone that space non residential.

Alternatively I've seen homes in there type of hi risk locations with barriers in front of them. Guard rails and such.

Yeah it's San Jose so that house would probably still be worth like half a million at least, despite its hazardous location lol.
