City of Chicago Reduces Penalties for Marijuana Possession


CHICAGO, IL — Today, the City Council of Chicago voted 43-2 to amend the city’s code to direct police officers to cite, rather than arrest, individuals in possession of 15 grams or less of marijuana. Under the proposal, which has the support of Mayor Rahm Emanuel, police could still arrest those who cannot produce identification or present a threat to public safety. Those cited would face fines of $200 to $500 dollars and up to 10 hours of community service; however, there would be no risk of jail time.

Passage of the measure means that adults in possession of small amounts of marijuana will no longer be arrested or saddled with criminal records that can make it harder to obtain employment, housing, and student loans. The ordinance will also allow law enforcement to focus on more serious crimes, like the city’s soaring murder rate, while conserving limited police resources. Violent crime has become a serious concern in Chicago, with homicides up 38% over the last year.

“The change in enforcement policy is a smart one,” said Dan Riffle, legislative analyst for the Marijuana Policy Project. “Because of the ordinance passed today, a lot of young people in Chicago will have college educations, fulfilling careers, and bright futures to look forward to instead of the job-killing scar of a criminal record. All the while, Chicago police can stay on the beat protecting communities from violent criminals and real threats to public safety.”

Chicago now joins over 90 other localities in Illinois and 15 other states across the nation in removing criminal penalties for low-level marijuana possession. Since enacting laws replacing arrest and jail with fines for such violations, there has been no appreciable increase in marijuana use in those areas, either among adults or young people. The move follows a recent trend in marijuana reforms, including a similar penalty reform in Rhode Island and medical marijuana legislation in Connecticut this May and June. Legislative chambers in New York, New Hampshire, and New Jersey also approved marijuana policy reforms in recent weeks. This trend reflects growing public consensus that harsh marijuana laws are ineffective, and scarce law enforcement resources should not be used to arrest adults for using a substance safer than alcohol.

:sitdown: Thats just over half an ounce. And pretty much the norm in decriminalized states. Mass & Cali is up to an ounce and Indiana is up to 3 ounces.

Yeah, it just sounds like a lot but i suppose you can't really have demonstrated intent to sell with that much. They might as well just legalize and reap tax benefit if they're goin to go this far, imo.

Actually, Chicago reduces penalties for marijuana possession, not decriminalizes it.
You can still be arrested in particular circumstances.

This country is bullshytting, just legalize it already.

Prohibition wasn't ended because they realized it was pointless or wrong. It's ended because they wanted that bread! They figured fukk it these people are doing it anyways we are spending money to stop it, let's get this money. That should be the policy now!

I'm not talking dudes walking around blowing bud in peoples faces. It should me much like the rules on alcohol. In your or on your property, shyt Amsterdam is the blueprint already. You can smoke in your house or anywhere that allows it...just don't be a dikk and walk around blowing it down.

All this decriminalization does nothing for people with honest jobs that want to smoke but can't because of urine test.

This country is in serious financial trouble and they can't keep pretending like its not. Legalize it already and collect that $$

Its just a huge fukking waste of money. We're losing out on revenue and spending absurd amounts of cash on the drug war (not to mention international gaffes like Fast and Furious). Weed will probably be legal in America in our lifetimes. Once the generation before the baby boomers dies out, itll be a matter of time.

Mayor Rahm just wants to make revenue for catching cats with weed and issuing tickets instead of spending the bread to enforce, arrest, and house "inmates" with a nominal amount of weed.

this is nothing more than a cash grab like him putting speed cameras everywhere.

this makes sense. and the ONLY reason weed ain't legal now is cuz big tobacco is one of the major lobbyist and lining these politicians pockets with bread to keep the weed illegal.

cuz once it gets legal, its a wrap for them.

and if u were a tobacco company, instead of fighting it, why not get ready to grow weed crops and sell joints in packs like u do cigarettes. cuz when it does get legal, I'll surely buy legal weed in a pack from the store already rolled up.
