sounds like a perfect plan. african dictator takes out chinese loan to pay for shyt bridges, airports, dams and roads (with stipulations that when you default they own it), but the kicker they don't even hire locals to build the project just their machines doing it while your poor populace watches and waits for the default when they can pay the chinese fees to use their infrastructure.
