Is this just a “nice” way of saying their population isn’t intelligent / willful? Or at least the part of the population they’re able to successfully recruit?
Because in my eyes, the military doesn’t recruit ‘highly skillful’ people, they train them into that. So either the training process is terrible, or the people they’re getting ain’t shyt.
