How do they even get caught with this kind of stuff. If it indeed is a fungus, you only need micrograms of material to cultivate once you get to your destination.

I think you need to do more than that to take down America. Have some kind of multistage plan.

1) Intentionally "leak" a virus
2) Which triggers lockdowns
3) Lockdowns trigger civil unrest
4) Civil unrest results in national guard/police being deployed
5) Perfect opportunity to invade or do further damage (maybe attack power grid) since the country is too busy

But to just release a virus and not do anything subsequent to that....isn't enough. I honestly think the whole covid thing was some kind of pentesting just to see how we would respond. Their CIA equivalent is probably studying our response in great detail right now for a future attack.
