Funding certain cartels to gain a stronghold or dominance not only over the drugs coming across the border but also a strong destabilisation component in Mexico.Its public knowledge one particular cartels that is currently dominating the drug trafficking operation,has had training by American special forces.

Currently CIA is funding many operations in foreign countries like Iraq,Syria, Libya,Nigeria,all simply to destabilize then invade when a situation gets out of hand under the pretext of fighting radical Islam or organized drug cartels in central and South American countries.

That said, the US government has used the military to destabilize and undermine foreign governments before, so it's possible.
