I've always been confused because she comes of as an antagonist
but I couldn't quite peg her as a villian 
Someone like the Punisher or Wolverine seems easier to pin down because the only difference between them and "regular heroes" is the lengths & methods they'll got to for "justice".
But otherwise they're ok / sympathetic enough characters. On the other hand Waller comes of as, Mmmm ......"our teams/sides villain"( for lack of better terms).
I never really cared much, but after watching a "top 10 Amanda Waller moments" video on youtube I saw the comment...
