I can vouch for Louisiana having issues. Mostly due to poor whites in rural areas, which the state has a loooot of. Meth is a big one out in the Louisiana sticks.

Also outside of the gulf coast and jackson mississippi has jack. Hattiesburg used to be good for a mall trip back in the day. Not sure about now. Rest is pretty much rural with a lonely few exceptions.
