I believe there already exists a post cooldown feature where you have to wait a few seconds before making a comment.
This exists to prevent posters from spamming comments in a thread within seconds of posting.
The same thing should exist for threads.
Admittedly, this isn't a major problem for most posters. But this god damn Indian Call Center poster routinely has 4, 5, 6 threads on the main TLR page at all times and this has gotten out of hand for a very long time.
There needs to be like a 2 or 3 threads per 24 hour maximum or something.
If you're making more threads than that per day, go make your own fukkin website already.
