Wait...were you trying to resize pictures you uploaded or pictures directly off your phone?
Resizing uploaded pictures is as simple as hitting up Ms Paint if you just need to make it smaller with other photo editing programs such as Photoshop, Image ready and Gimp that would allow you resize a picture to your exact specification and what's not.

But if you trying to 'center' the picture as you said, I take it you talking about your Avatar and uploading it on here? I honestly can't remember the avatar uploading process on here, so I'm at a loss. Don't they give you the option of fitting which parts of the picture you want to be the focus in, like a crop feature on here?

Just tried to re-upload my old avatar and I guess they centre it for you, so you can't control that.

Most I can think of as a work around is to just have the focal point of what you trying to centre be the picture, if you catch what I'm saying.
Manually crop out all the other shyt. I kinda got a hard time giving instructions on shyt like this at times, so I might as well try to do whatever myself.
Post the full picture on here, and I'll crop it, upload it and tweak it until I get as much of it centred as you'd like.

That's gonna be tomorrow at work though, about to pull the plug and burn tyres, day is done.
