Were these dudes already in the NHL or set to be in the NHL before this happened?

When it happened they were in the 2018 Canada world Juniors.

I don't get the timeline, and if the NHL brought them in after the accusations.

It's like the judge was on the side of these young Canadian athletes. All "Go Canada" supporting these dudes in their path for the NHL.
