A sea of cops greeted Howard at his arraignmnet in Manhattan Criminal Court on October 21, 2015.
Patrolmen's Benevolent Association President Patrick Lynch railed against Howard in an impassioned speech to the hundreds of NYPD officers gathered in the hallway outside the courtroom after arraignment.
"Every one of these police officers will be back in this court. We'll be back in this court every time this miscreant has a court appearance to make sure there's justice," Lynch said. "This coward couldn't even stand up. Yesterday evening he was able to run, yesterday evening he was able to pull a gun, yesterday evening he was tough enough to pull that trigger and kill a police officer - but he's not tough enough to stand before the judge and face justice. Well we're all here, we'll continue to be here, to make sure he faces that justice."
Howard is due back in court Oct. 27.
