This is what happens when you give people that are mentally ill the authority to use deadly force. They're gonna cause chaos no matter how small their jurisdiction.
Obama (or another President) needs to urge the Justice Department to standardize testing for psychological exams throughout the Justice System. Testing needs to be done yearly. I would also suggest they use a polygraph test to ask questions like:
