Did it flop because it was set in the 40's or because it wasn't that great of a game?

No it was actually pretty good but for open world crime games after a certain period you limited from a gameplay standpoint because you are constricted to the norms and means of the era.

For those of yall checkin for a pre 60s GTA, play Godfather or LA Noire....if you want GTA in the future, play Saints Row.

These last two Saints Row games have that stupid futuristic garbage you're looking for
