If you move to New York, and have established residencey, then you get in state tuition there.

I'm for dreamers receiving free tuition but not over out of state students. I don't see why out of state candidates can't receive at least reduce tuition if they meet the qualifications.

Out of state people can be candidates that could be the working Homeless or transient.

It could be those that are fleeing natural disasters.

Say they are a Puerto Rican citizen moving from Puerto Rico after the Hurricane? They can't qualify but a dreamer can?

When they applied to school from their home state they applied as out of state people. You don’t get to apply to college as an out of state student then when you get there think you should get in state tuition. That would totally nullify the point of in state vs out of state tuition.
