Well we've consistently been the most popular, most watched, most bought, richest team in the NFL in the worst era of our franchise's history. We are an institution with a loyal ass fanbase.

And you realize bandwagon fans bandwagon for reasons other than just winning. When it comes to certain franchises people bandwagon just to be associated with the brand. You can walk into any barber shop, club, school, whatever & find Cowboys fans. People like being a part of a winning tradition even if you haven't been a real winner in nearly 2 decades.
